gfortran -fc-prototypes does omits arguments for procedure dummy arguments.

Using the following command on the attached file:
gfortran -c -fsyntax-only -fc-prototypes pointer.f90
generates output containing the lines:

void proc (const CFI_cdesc_t *str);
void subr (void (*p) ());

instead of:

void proc (const CFI_cdesc_t *str);
void subr (void (*p) (const CFI_cdesc_t *));
