Proposed fix for mktargetsrc.py which avoids the build hanging

Here is a proposed patch for gcc/m2/tools-src/mktargetsrc.py
to clean up any output file before a failure exit status is issued
(avoiding a zero length output file).

I've included the patch in this PR as I used the --target=nvptx-none configure
switch to test the patch.  

When applied the build will fail (rather than hang) when configured with:

../configure --prefix=/home/gaius/opt/gccsh/PR-126847
--libexecdir=/home/gaius/opt/gccsh/PR-126847/lib --enable-host-shared
--enable-threads=posix --enable-clocale=gnu --enable-checking
--enable-long-longx --enable-languages=m2 --enable-multilib --disable-bootstrap
--target=nvptx-none
