cgicc on Ubuntu 9.04

Hello,

I am trying to install the cgicc on Ubuntu 9.04. I have downloaded the 
cgicc-3.2.8.tar.gc (from ftp://ftp.gnu.org/gnu/cgicc/), followed the 
instructions of 
http://www.yolinux.com/TUTORIALS/LinuxTutorialC++CGI.html, but when I 
try to do:

./configure --prefix=/usr

I obtain this error:

configure: error: cannot find install-sh or install.sh in support 
"."/support
 
What can I do?

I've been looking for information in the web, but I have not found 
anything. Could somebody help me? Thank you,
