Add some spam filter checking to this mailing list

I've added some more stringent checking to this mailing list to try to
stop the idiotic spam.  If the new block hits valid email then notify
<cross-gcc-owner -at- sourceware -dot- org> with a copy of the message
and I'll tweak the filter.
