Basically gforge.inria.fr has shutdown and there doesn't appear to be
a new official home for isl just yet. When there is a new home
crosstool-ng will get an update accordingly (it won't help people
using ct-ng from a tarball but at least those building from master
will get the update).

In the meantime there are various distro mirrors that you can pick the
tarball up from e.g.

http://ftp.slackware.com/pub/slackware/slackware64-current/source/l/isl/
