[GSoC] OpenMP/libgomp proposal submission

Hi,

I have recently submitted a GSoC 2026 proposal focused on improving OpenMP
runtime adaptivity in libgomp.

My background is in HPC and parallel programming (CUDA, OpenMP, MPI), and I
am particularly interested in runtime behavior and performance optimization.

I would appreciate any feedback or suggestions on how I could better align
my work with GCC development, and any pointers on where to start
contributing.
