GCC 15.2.1 Status Report (2026-05-04)

After GCC 16.1 is now released it's time to start the usual set of
releases from maintained branches.  Starting with GCC 15.3 the plan
is to do a release candidate on Friday June 5th with the release following
a week after that.

This gives people plenty of time to work over regression fixes to backport.
