Thank you for doing this. It's good to have more clarity and even better 
that the discussion is ongoing.

Is there a place where we can add topics for future consideration? I 
would like to propose extending the carveouts for:
- Build systems (autoconf/automake/testuite tcl)
- scripts used by developers (stuff in contrib/)
- ci scripts (.forgejo/*, contrib/ci-*)
