[RFC] Proposed synchronisation of forge accounts with MAINTAINERS.yml

Hi folks,

I have developed a script that reads MAINTAINERS.yml and updates 
accounts on forge.sourceware.org so that:
a) their names show up properly in their profile and in emails sent by 
the bot
b) all email addresses listed in MAINTAINERS.yml are associated with the 
corresponding forge account.

This is an additive operation: no emails are removed, and existing names 
remain unchanged even if they differ from those in MAINTAINERS.yml.
To be clear, the script only affects people who have already registered 
an account on forge.sourceware.org.

Subject to feedback, I plan on running this script at the end of the 
week and periodically thereafter. It will not be automated, as I do not 
expect it to be needed frequently.

This should ensure that contributions are correctly attributed in the 
Forge user interface.

Why use a script rather than ask people to add the addresses themselves? 
Some people previously contributed using addresses they can no longer 
access. Forgejo does not allow users to add an address without verifying 
it, whereas an administrator can associate an address through the REST API.

Separately, in a recent patch [1], and with Richard’s permission, I 
added several inactive_email entries to his record in MAINTAINERS.yml.

These entries are a small subset of approximately 600 historical 
addresses that I identified in the GCC repository using:

git log --format="%aN|%aE|%cN|%cE"
git log --follow -p -- MAINTAINERS | grep -E "^-" | grep @

The addresses were previously listed in MAINTAINERS, used to author a 
commit, or used to commit a change to GCC. Each can be associated with 
someone currently listed in MAINTAINERS.yml.

I would like to propose adding these historical addresses under 
inactive_email for the relevant users.

Before proceeding, I would appreciate feedback on the following questions:
- Are there any concerns about adding these historical addresses to 
MAINTAINERS.yml? Would anyone prefer to opt out?
- Are there any concerns about synchronizing Forge accounts with the 
data in MAINTAINERS.yml? Would anyone prefer to opt out?
