I have just had this issue with patchwork.sourceware.org (stuck in a hash then
reload loop) and gcc.gnu.org/bugzilla (no visible activity on anubis display; I
think this affected gcc.gnu.org/git/gitweb.cgi as well).

In both cases I was able to fix this by deleting cookies for the affected
domain.  Using an incognito browser window also worked (before clearing the
cookies).

For reference, I accessed Patchwork fine last week, then yesterday afternoon
(2026-08-05 15:38 UTC) it wasn't working until I cleared cookies.  I accessed
GCC Bugzilla fine on Monday afternoon (2026-08-03 14:04 UTC), and couldn't
access it yesterday afternoon (2026-08-04 16:05 UTC) until after I cleared my
cookies this afternoon (2026-08-05 13:00 UTC).
