It isn't just you.

I changed the Anubis cookie setting without realizing it could
influence people already having passed the Anubis challenge. We should
have been more careful with the update and also updated the cooke
prefix so there was no clash.

So for now if people are seeing these "looping" Anubis challenges we
just have to ask them to clear their (anubis) cookies (for the
gcc.gnu.org domain).
