There's no need for Tailscale; the Sourceware servers have direct answer
to the internet (indeed, that's why they're getting so much abuse ;-) ).

I've been mulling over the idea of suggesting a WG proxy issued to
developers, too.

This would have trouble on mobile (e.g. on Android AFAIK it's not
possible to have multiple VPNs running at once, for instance, and if I'm
away from home I'd already want a VPN for unrelated reasons) but would
work for peoples' primary workstations.

(WG also has the restriction of expecting one endpoint per key/peer on a
given interface, meaning that users with many machines would need to get
themselves multiple keys issued.  That can be automated of course.)

But, of course, that doesn't help our users in the least.. who would
still have trouble filing and viewing bugs etc.
