[Fortran, patch] PR125527 - Submodule cannot access internal subprograms of ancestor module via host association

Hello All,

I pushed a trivial patch to 17-branch to fix a regression, relative to
16-branch, which broke pr118705.

All open submodule meta-bug PRs are now fixed on mainline. I will
backport the whole lot in a few weeks time unless there are any
objections.
