Was this guidance challenged in the process that led to
the policy? If so, what were the arguments raised against?
(Was that strange risk assessment really not challenged?)

"Wait" is an unclear term unless it is specified what to
wait for, and can mean forever.

Were specific conditions defined which would lead to a process
of re-evaluation?

Are there conditions which would trigger a change of the policy?

Is there a period for re-evaluation of the policy (like "We will
review this every three months")?
