Missing gij in cross-compile

When I "make" in libcgj in a cross-compiled environment I
don't get a gij binary.

But I can ask for it:

zorro:libjava $ make gij
/bin/sh ./libtool --tag=GCJ --mode=link /local/x-arm-gcc/build/gcc/gcj -B/local/x-arm-gcc/build/arm-linux-gnueabi/libjava/ \
-B/local/x-arm-gcc/build/gcc/ -L/local/x-arm-gcc/build/arm-linux-gnueabi/libjava -g -O2  -o gij \
-rpath /local/x-arm-gcc/install/lib/gcj-4.4.0-9 -rpath /local/x-arm-gcc/install/arm-linux-gnueabi/lib -shared-libgcc  \
-L/local/x-arm-gcc/build/arm-linux-gnueabi/libjava/../libstdc++-v3/src/.libs -lstdc++    \
-L/local/x-arm-gcc/build/arm-linux-gnueabi/libjava/.libs libgij.la

Do you have any idea why gij should not be built?
Also, where should the resulting binary be placed in the install tree?

Thanks,
Andrew.
