[PING] Classpath $(toolexeclibdir) disagrees with libjava

	Match libjava definition of toolexeclibdir.
	* configure.ac: Define host_noncanonical and
	target_noncanonical.  Support --enable-version-specific-runtime-libs.
	* Makefile.in, */Makefile.in: Regenerate.
