Otherwise libatomic build fails with:
../../../gcc/libatomic/fence.c:27:10: fatal error: stdatomic.h: No such file or directory

gcc/ChangeLog:

	* config/t-openbsd (USER_H): Add $(srcdir)/ginclude/stdatomic.h.
