Yeah fair point, I would consider this a bit of a grey area personally, 
but I dont think either interpretation is wrong. And neither are too 
important either as there aren't many valid situations I can imagine 
where a user cares about the FFR but not the loaded value.

This approach seems like it will work well then.

It will cause issues for the HSSR patches as it will prevent 
combine/forwprop creating widening loads from the partial load + widens, 
but that can probably be gotten around other ways... hopefully.
