This is a test-case-only issue, already fixed by:

r16-5195-g2de6462c3800ff
   libgomp.{c-c++-common,fortran}/target-is-accessible-1.c: Fix testcases for omp_default_device [P119677]

I forgot to update the two tests – and the fail required
that offloading was either not configured or no supported offload device
available.
