The debian bug got closed:
* Fix a bug introduced by porting to Tcl 9 with comparing literals when
  converting regular expressions into glob patterns (closes: #1143513).

I'm guessing that it was a debian-local patch that was the problem.

I'm closing this as resolved-moved.
