Oh yeah there's some discussion about has_section_at_zero at Bug 34464; my
impression is that loading sections at zero offset (dropping headers) is mostly
found on embedded platforms (as is function-level GC), and it causes gdb to not
drop GCed function DIEs moved to address zero.
