The wiki does not allow these kinds of attachments either. You'd have to ZIP it.

What do you think of seeing if our GitHub admin will create a place where we could share .Gramps XML files?

I haven't really used Forms but it seems like the sidecar-style custom.xml would be much less awkward as an embedded Note with the Source instead. (Much like metadata is more transparent & portable when embedded than when in a sidecar file.) The Note could be 'Private' and of 'XML' type. Even without the Forms Gramplet being tweaked to look in the Notes as a preferred path to the Forms subdirectory of the User Directory, it would still be easier to archive or manually recreate the form_xx.xml sidecar file. 

A new Form might be more easily shared as an importable .gramps file. (But there'd have to be a new export functionality to export a single record with its cascade of secondaries. Right now, you can export an individual Person. There isn't an option to export an individual Source, a Repository, a Note, a Citation, a media object, or a Place)
