Besides the obvious one, transcribing it, as text...

Add the PDF document into Gramps as a media object. Then in the note, use
the Link editor to create a link within the note back to the media record.

The Link editor allows internal links within Gramps to other objects,
essentially creating hyperlinks within Gramps. So in an Obituary that you
transcribe as a note, you could link to people or places mentioned. Or to
external Internet links. Its true power is realized when a web report is
created.

Also, after adding the PDF as mendia object, that record can be added to
any Gallery tab within Gramps.
