Hi Arnold,

I can't help much with the local build, as I mostly build Debian binary 
packages using the Debian packaging tools in a chroot so I don't mess 
with my system installed gramps.

But in order to work with Debian package sources, you need something 
like the following in your /etc/apt/sources.list file:

deb-srchttp://ftp.debian.org/debian  main

Most Debian based systems are only set up for downloading binary packages by default (something like "debhttp://ftp.debian.org/debian  main"). You need both entries.
