Event Filter 1: You want the negative of those people born in the U.S. So
search for that criteria and then check the box to exclude those people.
People not born in the U.S.

Event Filter 2; You do the same for events with an immigration type and
then take the negative. People with no immigration event.

People Filter: The  filter that searches for people that are true for both
event filters 1 & 2; both rules apply. People not born in the U.S. AND do
not have an immigration event.

Have not tested it but the logic is sound
