Definitely sounds like a feature request. And a somewhat tough one to put in proactively.

Based on the built-in tests I've found so far, it SEEMS like you found the only way that particular message can occur. If so, the message could be set to "Report options require Center Person I0150 to be a non-living person in the Database" 


But it'd take a bunch more testing to be sure to the other code handles the complete scenario. Like... 
* Validating that some (any!) tree is loaded is handled by Gramps before the Report menu is even offered via the GUI. (Could still have problems from the CLI or Books.)* The report makes certain an Active Person exists & is valid when the report is loaded. (Same caveat as above.) 

Future validation steps might include:
* Testing if the Center Person is compatible with the Living People filter setting each time either is changed. * And the Select dialog for the Center Person could be set to filter to non-living if Living People option is set that way. 

Any other possibilities?
