Yes.

The PostgreSQL database engine is an add-on. 


But once you have downloaded the Add-on via the Plug-in Manager, a new "Convert" button will become available on the Family Tree Manager dialog and a new "Database backend" option will appear in the "Family Tree" tab of Preferences.

Note that, regardless of database backend selected, Gramps uses pickled blobs which complicates using external database tools. (This complication is a targeted issue for change in a future release of Gramps.)
