Yes. The PostgreSQL database engine is an add-on. But once you have downloaded the Add-on via the Plug-in Manager, a new "Convert" button will become available on the Family Tree Manager dialog and a new "Database backend" option will appear in the "Family Tree" tab of Preferences.
