Setting up names that change with time

I am trying to set up my place name hierarchy to capture a community
and state that both have changed their name over time. I thought I
could do it with the alternative names but I can't seem to get it to
work.

The place is now known as Hobart and it is in Tasmania, a state in
Australia. Over time it has had a number of names. To keep it simple I
want to adopt the following names:
Hobart Town, Van Diemen's Land prior to 1856
Hobart Town, Tasmania between 1856 and 1880
Hobart, Tasmania after 1880

I set up Tasmania with alternative names as follows:
Van Diemen's Land - before 1 Jan 1856
Tasmania - after 31 Dec 1855
and this results in name changes as expected depending on the time of
an event.

I have set up Hobart with alternative names as follows:
Hobart Town - before 1 Jan 1881
Hobart - after 31 Dec 1880
This is where my problem is; the name doesn't change with the timing of
the event, so e.g. an event in 1835 which should be in Hobart Town
still shows as occurring in Hobart.

In Preferences I have the 'Place format (auto place title)' checked,
and the 'Date about range' set to 1.

Am I doing something wrong, and if so what?

Gramps 5.1.5 on Fedora Linux.
