This article says that you can change it in OS X:

https://osxdaily.com/2011/08/03/show-scroll-bars-mac-os-x-lion/

And although that's almost 12 years old now, I guess that it still
works, because Apple is quite conservative when it comes to changes in
its UI.

The alternative would be to change this at the GTK level, but I don't
know where its settings are stored. I have a hidden folder named
./config/gtk-3.0 on Linux, which has a file settings.ini, which also
allows for such changes. And since Gramps depends on GTK 3 on all
platforms, chances are that you have such a file too, somewhere.

And if you have, it might help to add a line saying

|gtk-overlay-scrolling=false |

to that file.

In that case, it will only affect applications that use GTK 3.

Enno
