Hi,
Just wanted to say that I have exactly the same problem that has been described here - no mouse scrolling, most noticeable on list screens, and I have figured out what causes it on my system.
There seems to be a conflict with certain programs, in my case it in particular with some older programs that I run as an administrator - an older version of Excel, the really old Adobe FreeHand, some old ancestral research data bases - but also some newer programs, for instance the Libre Office Calculator.
As soon as I turn off these programs, Gramps will run smootly with full scrolling enabled, but the moment I activate any of them again, the problems will re-appear. I have learnt to live with it, although it is a bit of a nuisance.
My OS is Win10, and I had a similar problem with my old Win8 computer.
So, Martin, if the problem reappears, it could be a conflict also in your case.
