Normally TEI XML is used for creating electronic editions of old texts, but its customisable tagset means it could easily be used to carry a hierarchical descendancy structure as well as all the ancillary information you describe (dates and ranges, timelines, roles, positions, etc) The TEI-L mailing list ([email protected]) is full of a lot of people with historical expertise who can probably get you started.
