The active person was not added as a child because you are adding a Family in a view which, for the most part, is not about Relationships.
When adding a Family in the People view, there is no implied relationship to the Active Person. The Active Person might be a Parent, they might be a child, they might not be related at all. So Gramps cannot make an informed guess.
However, if in a view that focuses on relationship, there is more "context". So there are(usually) more additional options. - In the Pedigree charts view, there are blank boxes for unknown parents. Double-click opens a Family Editor dialog where the child is already set.
- In the Fan charts views, there are context menus for adding related persons. Right-click opens a menu with appropriate Add choices.
- In the Relationships views, there are toolbar buttons to add Parents or a Spouse to the active person. And a button to add them as a child to an existing family.
The idea of adding a Family while in the Person view is... you can drag existing persons from the view and drop them into the Father, Mother, or Children areas. This is typically much faster than using the Select Person dialog.

I am running GRAMPS 5.1.5 on Linux Mint Mate 21.3 .
In needing to rebuild my family tree, starting with inputting each
person into a new database, I have so far, input up to my sets of
great-great-grandparents.
But, in each of the text reports; Ahnentafel Report, Detailed Ancestral
Report, and the graphical report Ancestor Tree, and, the Pedigree Chart,
only my parents are shown, with the next two generations of ancestors,

I have the Number Of Generations for the reports, set at 20.
How do I get all of the ancestors that I have input, shown in these reports?
The parents of each person, I have input through the Person -> Add
family -Add father, then Add mother, process.
The people that I have so added, as parents of each person, show in the
listing for People, and, in the listing for Families.
Okay. I have figured it out (I think).
Apart from selecting or adding the parents of a person, the person has
to be also, manually, added as a child of the parents, by clicking on
the parents, and, editing the Family relationship pf the parents, to Add
Child.
Why is a child, when parents are set for the child, not automatically,
also set as a child of the parents, in the Family relationship?
