You are missing the whole section 18 which is a few more pages.
I think that the announcement meant 
that the update of the document had a focus on those new section.

Note that many GIS users really like the command line interface,
because it is much simple to teach, learn and combine for powerful
applications that involve repetitive tasks.

There is quite some material available from the GRASS project itself,
I admitt it varies in quality: http://grass.itc.it/gdp/tutorials.php

Just more people are needed. If you like what GDF does you can support 
them by ordering a printed copy of the Tutorial or contract them.
So many people pay for proprietary software offerings,
we need to get some money into the commercial Free Software business.
This way we can employ more people to write even better tutorial materials.
