Hi, your request is a bit unspecific as to what "edit shp file" really means.
A shapefile usually contains geometries. 
Editing geometries as a user would require quite a user interface,
almost a full GIS.

If I would have to deal with php and shapefiles I would look
for a php wrapper for shapelib, e.g. ext_shapelib
