Yes, the GDAL/OGR library by Frank Warmerdam can do that. The utility you could use for that is called ogr2ogr. See: http://www.gdal.org/ogr/drv_dxfdwg.html You will need to get a library from the Open Design Alliance (associate membership is free) and compile GDAL against that.
