InteProxy 0.4.0 released

Hello,

the new InteProxy version 0.4.0 is released. Get it from

	http://wald.intevation.org/frs/?group_id=23

There is a Windows installer as well.
The documentation has been extended according to the changes
and new features (both, German and English).

Here is the detailed list of changes:
* New Windows-Installer (moved from inno to NSIS)
* New url-parameter --rewrite-urls: this adresses a response-rewrite
  for URLs. It opens the possibilitiy of secure OGC-standard-conform
  WMS-requests even with clients which do not allow to set
  web-proxies on application level (e.g. german localized ArcGIS-9.0 and
  9.2).
* Removed url-parameter --allow-shutdown (unused)
* more unit-tests
* updated documentation

Since the Win32-Installer is new, it is adwised to delete all former
installations of InteProxy before installing this release.
