I created and published RFC 112
<https://github.com/OSGeo/gdal/pull/14368/changes> to propose that we
remove support for Mono mcs from the CMAKE scripts.

The implementation PR is now available
<https://github.com/OSGeo/gdal/pull/14397>

I would like to propose that this RFC is accepted.
