(I managed to delete the message with the PR for qgis 3.44 to build with
new gdal, hence this non-thread-right reply.)

Thanks for resurrecting the backport PR.

I added the diff from

  https://github.com/qgis/QGIS/pull/66017/

to the pkgsrc entry for qgis-3.44.9, and rebuilt, with gdal 3.13.0rc1
installed.  The resulting qgis starts up and displays geopackage layers,
postgis layers, and WMTS/TMS layers.

I don't know what the plan is in terms of cautioning packagers not to
update gdal before qgis 3.44.10 (assuming the PR will land in time), or
pointing out the PR, or ?  But it won't bother me/pkgsrc.
