plot rotation vector

Hi GMT users
Can anyone tell me that how can plot rotation of plate motion using GMT script.
i tried using psvelo and succeed but i want to plot like the attachment.
i have the data in following format
long    lat     omega (deg/myr) omega (sigma)
91.23 23.45  -2.35                 0.03
pl see the attachment in which i want to plot.
