Please let's try not to be disparaging. On EL breaking API/ABI is extremely frowned upon, that's why we're not updating to GMT5 on released versions. GMT5 will be in Fedora 21 and EPEL7 when they are released. We do seem to be at 4.5.9 instead of 4.5.11 in EPEL6 (and Fedora 19). That's because I'm one volunteer trying to maintain well over 100 packages over 2 operating systems (Fedora and RHEL) and multiple releases of each.
