offset psbasemap annotation?

Is there anyway to offset the basemap annotation from the basemap
line, or draw a rectangle underneath it (besides psxy)?

The ANNOT_OFFSET_PRIMARY only offset along the line, I need to offset
perpendicular to it.

I ddint see anything in the manual.

I need the annotation inside the plot to make a geotiff
