Hi,

what do you mean with "provincial"? The first division after country  
(sometimes called administrative layer 1)?

GMT 5 plus DCW-GMT has China provinces. You can dump it with:

pscoast -FCN.64 -M > ningxia.t

for Ningxia. You can see the list of codes with:

pscoast -FCN+L 2>&1 | grep CN
