In Spanish you generally capitalize the first letter of the cardinal points
when you refer to its name: Oeste, Este, Norte, Sur. I thing its the same
idea in french.

You use them in lowercase only when you want to express a relative position
(same as in "two miles south of this town"), or use it as an adjective:
latitud norte, viento sur (south wind).... but, you say: el Sur

In a map (or compas rose) is more usual to see the first letter in uppercase
