There are some backward compatibility challenges & risk assessment to do. See the cover text of https://github.com/OSGeo/PROJ/ pull/2370 (targetted for 7.2) and https://github.com/OSGeo/PROJ/pull/2371 (targetted for 8.0) for details. It would be appreciated if downstream PROJ users could give a try at least at #2370 to confirm it doesn't break in major ways their apps.
