Could you perhaps insert the following into postgresql.auto.conf file on
your machine (On Debian it
is /var/lib/postgresql/$PG_VERSION/main/postgresql.auto.conf), and restart
the server?


postgis.gdal_enabled_drivers = 'ENABLE_ALL'
postgis.enable_outdb_rasters = TRUE

Is the raster extension enabled?
