Hello, I can't point you to a documentation explaining this situation, however by looking at the gnome git repositories at http://git.gnome.org/ I can see gnome-speech is no longer there. I think it has been deprecated several years ago in favour of speech dispatcher which is activelly being maintained up to now. It's recent version has been posted a few weeks ago.
