eog::resource and memory leak

Hi friends,

i found two issues in the source code of eog-2.26.0 in file eog-image-jpeg.c. I used a static code analysis tool (cppcheck) to bring up this issues.

cppcheck -q -a -j2 -f .
[./src/eog-image-jpeg.c:403]: (error) Memory leak: buf
[./src/eog-image-jpeg.c:381]: (error) Resource leak: outfile
