at the moment this is not possible.

If you want eog to always open with a specific size I think Devil's
Pie[1] can possibly help you (haven't tried).

If you only wan't to have eog use a specific size on some special
occasions one could think about adding some command line parameters for
that case to eog. If that's what you want, feel free to open a feature
request on our Bugzilla[2].
