Strangely, my non-idle tasks are typically something like X, mrxvt (my terminal emulator). Each of them take some .3%. I'll try reverting and see if the same is the case with 2.6.19. But I gather no one else on this list sees increased CPU usage in 2.6.21? (Even though it's just increased by some 1 or 2%).
