GKrellM 2.3.7 for Windows released

Hello,

GKrellM 2.3.7 for Windows has been released.

This release is based on GKrellM 2.3.7 released by Bill Wilson on
2016-06-03 except for a version bump in Windows specific files.

Notable changes specific to Windows since since 2.3.6-rc1:
- Reworked installer further to catch more errors
- Installer and ZIP archives are created from exactly identical file
lists to make future changes to the installer easier
- Updated all third party dependencies to recent versions (Gtk+, GLib,
GnuTLS, just to name a few) to recent versions thanks to MXE (see
http://mxe.cc/)
